That I can attest. Bags were waiting for me when I cleared arrivals passport control from a C gate recently. It's even faster if you are parked in G/H - bags are usually waiting for me there too.

KUL didn't build something new recently other than T2 and that was meant for LCC. Malaysia is good at adding a mall to a place however inconvenient it is. So we have that at T2, constructed/designed? by a company that has a history of confusing layouts and poor workmanship. And well SG has plenty of money to throw around. We don't.

And I don't need a waterfall. I just need faster escalators. Those long escalators connecting passengers before check-in are slow. They probably shouldn't have made it accessible for trolleys because those trolleys are awful and it requires a special frame so it can travel on the escalators.

Had a look at the case. Unfortunately that lady on tourist visa would be on the losing end. She had no return ticket, was planning to stay 3months without proof of funds to self support the stay. Reason of stay does not meet tourist visa requirement. Gave weird terms of "coming to takecare of someone like a paid nanny" which requires work pass.

Of all things it was the cheap photocopy Bolsonaro prc poster boy who came in barging in like a bulldozer forcing immigration to let her in lol. And now decided not to turn up to give report cause he might've made a mistake on that specific case.

Chinese nationals need a visa in advance. How was she granted one in the first place if she didn’t have the means to support herself?

T2 terminal is designed to maximize shopping mall revenue rather than pax convenience. most supermarket trolleys could be used on walkalator .

beside money, sg developers and operators have commonsense.

It is always widely known there's a group of foreigners entering Malaysia on Tourist Visa but ended up actually working secretly or overstaying sometimes some are with insufficient funds for their stay. In Australia recall one fella from the UK arriving in Melbourne for 2 weeks stay with no accommodation proof and only carrying 150 pounds in his wallet, claims to have access to his bank account but could not withdraw a single dollar from any of the ATMs while being escorted by immigration lol. He was promptly deported. If we were to fly to China or any other foreign country the same strict policy restrictions would also be in play.

This lady case in KLIA likely on communication issue as well plus could not provide sufficient proof she's coming in as a tourist plus has no return flight ticket. Communication barrier aside. Both sides here have issues.

Often many getaway with no checks during immigration checks others may not be lucky. If you don't have all these 3 upon their request, you're painting 'a deport' status pointed at your back.

Whilst I quite like KLIA T1 I don't think the design/layout is great
Some common personal annoyances I have are:

  • lack of F&B at the G&H gates
  • Landside F&B is ok if you have an efficient and well staff immigration system but with the frequent big queues you need to arrivals hours early or no time to grab a coffee let alone food
  • lack of space for retail, F&B at the satellite resulting in small and cramped units
  • Cluttered and cramped feeling at the satellite terminal
  • Aerotrain should have been underground like the one in Dubai
  • L3 arrivals has a lot off wasted space at the end where the old KLIA transit station was built
  • KLIA transit & Express stations should have been combined from the start
  • Upper levels of the satellite should be easily accessible 
  • no seats at the grab car pickup area at L1

On another note I see from Malaysia Airports FB side that the KLIA Hard Rock Cafe is now open at Satellite Terminal. The one in KL is pretty pricy so goodness knows what this one will be like.

I'm well aware of the need to prove your ability to support yourself when visiting a foreign country. My point is, most Chinese nationals would've been screened when they apply for a Malaysian visa in advance. Your analogy about the British traveller being turned away from Australia isn't exactly comparable. They get their ETA auto approved so their first proper point of contact with Australian officials would be on arrival.

This makes me doubt the rumour of this lady just turning up at KLIA without a dime to speak of. Unless you're telling me someone blindly approved her visa application, or there's a lot more complexity to the story than the rumour suggests.

Still regarded as the same. Also it seems the lady is going on behalf of a media agency but was using a tourist visa with no return ticket.

Tiong had barged into the arrival hall at KLIA on June 29 and created a commotion in an attempt to “free” a Chinese national who was prohibited entry into Malaysia.

Clarifying the matter, Tiong said he had to personally step in to help an employee of a China-based media company after she was allegedly held up by Immigration officers at KLIA on arrival from Shenzhen.

Pada 28.06.2023 kira-kira jam 2230hrs  PIK Yazid yang bertugas di kaunter rujukan pejabat telah menerima seorang penumpang seperti butiran di atas. Semasa soal siasat mendapati sabjek tidak memenuhi syarat kemasukan sebagai pelancong iaitu tidak memiliki tiket pulang ke negara asal serta gagal menyatakan dengan jelas tempat tinggal/penginapan semasa berada di Malaysia. Soal siasat serta komunikasi dengan sabjek juga agak terbatas kerana sabjek hanya boleh berbahasa cina dan sukar memahami soalan yang diajukan.

Seorang wanita telah menghubungi sabjek dan bercakap dengan PIK Yazid melalui telefon bimbit sabjek dan memperkenalkan diri sebagai Emma. Wanita berkenaan mendakwa ingin membawa masuk sabjek ke Malaysia untuk tujuan menjaga anak beliau dan sedang menunggu di luar airport KLIA  untuk menjemput sabjek. Wanita berkenaan menggunakan bahasa English yang tidak fasih.

Oleh yang demikian, PIK Yazid telah mengisi borang lampiran 2 (senarai semak  penumpang untuk ditolak kemasukan) selaras prosedur penolakan masuk penumpang serta mengesyorkan sabjek ditolak kemasukan kerana tidak mematuhi syarat kemasukan dan diragui tujuan kemasukan sebagai pelancong tulen.

Jam 2300hrs, TPPI Syahmi Syafie selaku pegawai kanan bertugas pada waktu kejadian telah menerima borang lampiran 2 berserta passport sabjek dari PIK Yazid. Setelah berpuas hati bahawa due diligence telah dilaksanakan oleh penyelia sebelum syor NPM dibuat TPPI Syahmi telah meluluskan syor NPM terhadap sabjek. Kesemua borang serta passport telah diserahkan kepada pasukan A untuk tujuan kemaskini daftar notis penolakan masuk ke dalam sistem myimms kerana pasukan B telah tamat waktu bertugas dan diambil alih oleh pasukan A.

Pada 29.06.2023 jam 1430hrs, Datuk Seri Tiong King Sing telah hadir ke pejabat operasi imigresen dan meluahkan rasa tidak puas hati terhadap tindakan penolakan masuk ke atas sabjek berkenaan. Beliau juga memarahi pegawai kanan serta penyelia yang menolak kemasukan sabjek  dan mengatakan “you are the culprit” serta membuat tuduhan yang tidak berasas dengan menyatakan pegawai meminta wang sebanyak RM3000 melalui ejen untuk membebaskan sabjek masuk ke Malaysia. Beliau juga mengugut akan “membuang pangkat” pegawai berkenaan dan pelbagai kata-kata yang menjatuhkan air muka pegawai di hadapan pegawai lain serta orang awam yang berada dalam pejabat pada ketika itu. 

Hal berkenaan adalah tidak berasas kerana mana-mana orang yang telah dikemaskini daftar penolakan masuk ke dalam sistem myimms hanya boleh dibatalkan NPM dengan kelulusan pengarah KLIA atau ketua pengarah imigresen sahaja. Pegawai juga tidak diberikan peluang untuk membuat penjelasan atau membela diri. Tindakan penolakan masuk ke atas sabjek telah dijalankan mengikut prosedur serta selaras Arahan Tetap Ketua Pengarah Imigresen Bil. 09 Tahun 2017.

Susulan kejadian tersebut, tindakan NPM ke atas sabjek telah dibatalkan selaras arahan ketua pengarah dan sabjek dibenarkan masuk pada jam 1501hrs.

Bersama-sama ini dilampirkan salinan dokumen-dokumen berkaitan untuk perhatian dan tindakan pihak tuan selanjutnya.

Both sides pretty much open a can of worms. Who approved her tourist visa knowing she technically is on onbehalf of a media duty.

Corruption aside, I am curious - Chinese speakers are a dime a dozen in Malaysia - do we not have any official or otherwise translators at our main gateway (and also other languages e.g. Arabic/Hindi)?

I find the exit air ticket a bit pointless now. It's easy for someone to buy a $5USD bus ticket to SG/TH/BN/ID (or a refundable ticket out of Malaysia) to show the officer you will leave Malaysia, whether you will take that said bus/plane journey is another matter. Some countries e.g. AUKUS 😛 don't require proof of onward journey since we can stay 6 months in UK/US and 3 in AU.

Now that you mention it (since I don't usually patronize airport F&B), there is very limited F&B at the G/H gates. I am really curious if people are still buying chocolates/parfum from duty free stores. 

And yes very cluttered and cramped retail at C Gates. I don't like those small shops setup in the middle of a path. Please no underground aero train. That would mean escalators/lifts up and down (adding more time). Current setup is nice because it's step free from immigration to gate.

And what do you mean by wasted space at the end of old KLIA transit station? I thought it was all the same platform at KUL T1/T2? It's only at KL Sentral that involves a long trek from one to the other.

Most likely communications issue. But getting a visa is not a guarantee for entry. Visitors will still have to be screened upon arrival by an officer and the officer has the final say whether to admit the visitor. IF at that time the officer is not satisfied with the potential visitor, they are sent to secondary and if secondary doesn't approve, it's off to NTL list.

And I read above that the lady (maybe communication issues again?) is planning to stay for 3 months in Malaysia. Chinese citizens are only allowed to stay 30 days per entry in Malaysia (for an ordinary tourist visa). If she said 3 months, then the officer is right to deny her entry as she is planning to overstay her visa.

I referring to the section at the far end of KLIA arrival hall L3 near door G1 where the now retired/disused KLIA Transit station is.

n a statement Thursday (July 6) to clarify news reports, MAHB said the independent company to handle NTL passengers at KLIA was appointed by the KLIA Airline Operators Committee (AOC), a committee consisting of 40 airline operators and 26 associates.

KLIA incident: No bribery, just misunderstanding, says MACC

According to the source, the commotion stemmed from a misunderstanding between the two tourists and an agent they contacted when they were slapped with a Not-To-Land (NTL) notice by the Immigration Department.

“The stranded tourists contacted the agent via the WeChat app, and through the conversation, the agent stated the amount needed to buy their ticket home and the agent’s fees.

“Due to communication problems between the two parties (the Chinese tourists and the agent), arose a misunderstanding that there was bribery involved in the incident,” the source told the daily yesterday.

Regardless, the probe into the incident is still ongoing, the source added.

Neither party wanted to verify or inform the public why the person or agent who applied the visa for them failed to produce a return ticket upon request also not verifying their initial plan was to stay for nearly 3 months which contradict the tourist visa policy.

The longer this drag on and the more elaborate the story spins out, it would seem that each party is helping to dig the other party's hole ever deeper in search of a mutually face saving compromise 😁

I have the same understanding too. The airlines are responsible for most part of the costs if not all (and fines too) if the passenger fails to present the required travel documentation and is rejected entry at the destination.  
 

That’s why we can see airlines often very keen in checking passenger travel documentation at check in or boarding time.

From the looks of it the passengers QnA session with the officer is incoherent. She may have a return ticket on visa but did not produce it on request. In this case not sure if buying a return ticket on the spot warrants entry cause the initial ticket is registered for that particular visa.

"Home Minister Datuk Seri Saifuddin Nasution has stated that travelers are often denied entry into Malaysia because they fail to provide satisfactory answers to basic questions posed by immigration officers.

These questions typically revolve around having a return ticket, details of their accommodation in the country, and adequate financial means to sustain their stay.

The purpose of such questioning is to prevent visitors entering on a social pass from seeking employment in Malaysia."

As opposed to our experience at LHR T2 UK border control last week - not a single question, not a single word, not even a response to my 'good afternoon' greet (no smile either) 🤣

No more than a minute I reckon, and the whole experience including the queue was like five minutes total ? We concluded most of pax on our flight qualified for the e-gates and were segregated there away from us old school travellers 😁

I remember they once had a laminated printout of a news article about a Malaysian official (can’t recall of it’s the Home Minister or Immigration DG) saying “all visitors must have a return ticket” :D 

Never really understood the rationale for this. But hey, if an e-ticket copy is proof that a traveller intends to leave the country, then by all means…

It’s really a luck of draw. Some officers just aren’t be arsed. Although I will say the UK officers tend to be more picky at the smaller ports of entry.

I think once the NTL is issued (according to the immigration officer, only the director can remove it) it doesn't matter if she shows proof of an exit ticket to the officer then.  But I am curious about the "travel agent" - most countries just fine the airline that brought the NTL pax in and let that airline send pax back to wherever they came from. I am just curious if someone can just buy their own ticket (if they can afford it) bypassing the hefty "agent fees".

This is the oddest international destination to check for a return ticket (especially so if pax is Singaporean). It's not like Malaysia is New Zealand where they need to fly somewhere far to leave the country. What if it's a backpacker who intends to fly to KL and then do overland to Thailand (very common) and they all do not have a set schedule. My LHR T2 experience was a bit different than yours. I was surprised that immigration was completely empty last month and there was an intern/trainee with her supervisor. So the intern was going through all the questions in her head and asked us a lot of questions so much so that the supervisor was laughing (I entertained the intern/trainee as well but the supervisor was very kind and we were all having a good laugh). I guess they have nothing but time so we were just chatting.

Malaysia Airports Issues Notice Of Termination To Pestech Technology For Automated People Mover Project At Kl International Airport

SEPANG - Malaysia Airports (Sepang) Sdn Bhd (MA Sepang), a wholly-owned subsidiary of Malaysia Airports Holdings Berhad (MAHB), has issued a notice of termination on 16 August 2023 to PESTECH Technology Sdn Bhd (PTSB), in respect to the contract for the Design, Supply, Installation, Testing and Commissioning for the Automated People Mover (APM) at KL International Airport (KLIA). PTSB had been appointed by MA Sepang as the Design and Build (D&B) contractor for the KLIA Aerotrain Replacement Programme on 14 December 2021 through an open tender process.

The termination is due to amongst others PTSB’s non-performance, compromising significant project milestones and risking delays to deliver the project within the required deadline. This decision was taken by MAHB’s Board of Directors, in adherence to MAHB’s principles of governance and based on rigorous monitoring of the progressive development of the APM project by MAHB's management and its independent consultants. PTSB has been found to be in material breach of its obligations under the contract and had failed to remedy the same within the specified time period.

Following this Notice of Termination, which was preceded by a Notice of Default to PTSB, MA Sepang will be enabled to recommence and complete the works through the engagement of other relevant parties, with a focus on ensuring the project is completed on schedule.

MAHB remains committed to assign the necessary resources in order to minimise any potential delays to the APM Project. With immediate effect, MA Sepang will expedite consultation and discussions with all existing stakeholders who are presently involved in the APM Project for continuity and to mitigate any delays. These include working closely with all relevant parties involved in the replacement project of the train’s tracks and system, as well as identifying an  experienced and credible third-party contractor to ensure consistent progress of all project components.

“This project is of significant importance to ensure the comfort and convenience of our passengers travelling through KL International Airport. Our focus moving forward is on the timely delivery of the aerotrain while observing stringent quality control and safety standards of the project, with no compromise to our operations and governance processes,” said Dato’ Sri Iskandar Mizal Mahmood, Managing Director of MAHB.

Shuttle bus between MTB and satellite terminal leave in pairs. It seems the first bus is reserved for airport staffs and often half full while the second bus is packed with pax.
