Officier of the Legion d’ Honneur is the highest rank of honor that the government of France can award to a non-French citizen. The guy conferring the award is Mr. Dominique Bussereau, Secretary of State for Transport of France. Uncle Tony is also rumoured to be stuck in Europe as we speak following the Iceland volcanic ashes catastrophe.
