Are they allowed to buy the A320NEO or A321NEO? Or are these engine options deemed too new for the Iranians to take up (due to the sanction in place)?

Iran reaches 100-jet deal with Airbus, sees first delivery in Jan 2017

 

Iran has finalised an agreement with Airbus to acquire 100 jetliners, the first of which is tentatively expected to be delivered in mid-January, a senior official said on Monday.
The deal, split roughly equally between narrow-body and wide-body aircraft, will be signed in coming days, possibly as early as Monday or Tuesday, Deputy Roads and Urban Development Minister Asghar Fakhrieh Kashan told Reuters.
"We have finalised negotiations with Airbus and any day we will be able to sign the deal in Tehran. We are expecting some final clearances and expect to sign today or tomorrow," he said in a telephone interview.
Airbus will supply four types of aircraft: its medium-haul A320 and A321 aircraft and the long-haul A330 and A350, he said, in remarks confirming Iran's decision to drop the A380 superjumbo from a draft deal signed in Paris in January.
Iran, which last week finalised a parallel deal with Boeing (BA.N) for 80 jets, has reached agreements with foreign leasing firms to finance a total of 77 aircraft, including 42 from Airbus and 35 from Boeing, Kashan said.
"There will be at least two leasing companies," he said.
Iran is buying planes to rebuild the elderly fleet of flag carrier IranAir under an agreement with major powers that lifted most international sanctions in return for restrictions on Iran's nuclear activities.
The timing of the first delivery suggests the Airbus A321 could arrive before the Jan 20 inauguration of U.S. President-elect Donald Trump, who has voiced opposition to the nuclear deal, and well ahead of Iranian presidential elections in May.

Normally, people like Airbus sales team "pre-cleared" with relevant authorities before quoting. NEO is not dual use for nuclear weapon processing, is not on prohibit list.

Iran Air has taken delivery of its first new aircraft, an A321, in a handover ceremony in Toulouse with Mr. Farhad Parvaresh, Iran Air Chairman and CEO, and Mr. Fabrice Bregier, President, Airbus Commercial Aircraft and Chief Operating Officer Airbus, in the presence of Gael Meheust, SVP Sales and Marketing CFM, Tom Enders, Airbus Chief Executive Officer, and international media.
The delivery is the first from a firm order placed by Iran Air in December 2016 for 100 Airbus aircraft (46 single aisle and 54 wide-body jets) to renew and expand its fleet.

Iran Air will take delivery of an Airbus A330-243 - MSN 1540. This is a NTU by Avianca Brasil. It will be registered as EP-IHA.

 

I wonder if this aircraft will be used to restore their KUL service.

As I remember, the ageing fleet is in process of retiring and new aircraft will take up route which aircraft is replaced. Slated end of Feb for KUL resumption flight, there's possibility to see their A332.
