On a very fundamental level, PM's seat, university placement, cheap loan, parliament seats and many goodies are only open to one group with the right religion. Political allegiance with other group has limitations. Just take a look at the minister's lists and what the token MP/ Senators from other groups are asigned to do. ie. Transport mnister? Of course this is all done to solidify rulings and make easier to identify who friends and foes are., so they can win for many elections to come.
