by right it shouldn't reduce for KLIA2 either. it will be good if they tweak it for other airports as it "might" encourage international flights to launch from other airports. And we are talking about out of ASEAN international flights, it looks very theoretical really.

Imagine will airline launch a direct flight from any other airports than KLIA to TPE or any Japan airport just because the lower PSC? I do really wonder.
