Listen to ATC here, from time 08:10 onwards:

Seems it's not easy to request unscheduled landing except when emergency is declared. The desperate IndiGo 054 pilots are made to explain: SIN 200 miles away, KUL only 25 miles only! Have a listen, it sounds quite bureaucratic, and the ATC guy's English needs improvement too.

English is second language. As long as it is understood its ok,no grammar required.ICAO level 4 min required only. You should hear other countries ATC controller spoken English are atrocious or bearly understood.

That Indigo pilot is stupid, just declare an emergency and divert,in other countrries that bugger will be escorted out from sovereign airspace by military aircraft.Must be careful with anything this days and dont take things for granted, they acted in the interest of the country.

If you speak English, you need grammar. For a major airport like KUL, they really need to employ ATC with a very good English skill. I found it really hard to understand some of the words, although I speak Malay as my first language.

I do concur a good command of English is important, especially for the ATC employees. There were many cases where pilots misunderstood with the ATC due to poor command of English. LIke the decade ago case where BA flight was diverted to land in CGK due to the volcano eruption. One of the difficulties faced by the pilot was due to poor command of English of ATC employees at CGK.

Lots of paperwork imvolved

Why was the Indigo pilot very reluctant to declare a pan or mayday? Any penalty or extra charges to be paid to the authorities when declaring it?

Lots of paperwork I guess. Airport emergency services will be deployed, don't know if they will be charged for that.
