'Air traffic system defective, risking flight safety'

A defective air traffic control systems upgrade at the National Air Traffic Control Centre (NATCC) last year has put flight safety at risk, claimed PKR leaders.

Ahli parlimen Lembah Pantai Nurul Izzah Anwar hari ini mendakwa naiktaraf ke atas sistem kawal trafik di Pusat Kawalan Trafik Udara Nasional tahun lalu mendatangkan risiko kepada penerbangan.

 

Naiktaraf itu didakwa mempunyai kecacatan ketika pemasangan, menyebabkan pengawal udara menuntut supaya sistem kawalan lama digunakan, katanya dalam satu sidang media hari ini.

 

Katanya, beliau mengetahui perkara itu melalui dokumen dan surat yang ditinggalkan di pintu rumahnya.

 

Salinan dokumen berkenaan diedarkan media pemberita hari ini.

 

Beliau mendakwa, pengarah pusat kawalan itu telah menghantar satu memorandum berhubung masalah tersebut kepada semua pengawal trafik.

i think the government should conduct a thorough investigation and clarify everything as it is not only involves the safety for all, but it will also affect country's reputation as our airspace is also part of the international air route...........

Defective air traffic system put millions of lives at risk, says PKR

 

KUALA LUMPUR, June 8 — The new national air traffic control system has been defective since it was introduced on December 13 last year, putting the lives of millions of passengers at risk, PKR claimed today.

 

Vice president Nurul Izzah Anwar (picture) told The Malaysian Insider the new system supplied to the National Air Traffic Control Centre (NATCC) in Subang at a total cost of RM280 million “is so flawed, controllers revert to the old system of not using radar.”

 

“It is definitely dangerous if radar is not functioning properly because plane positions are wrong.

 

“It poses a considerable risk,” she said, although she added that there were mitigating measures that could be taken by controllers of Malaysia's airspace which serves hundreds of millions of passengers annually.

 

According to documents produced by the opposition party purported to be correspondence between the Department of Civil Aviation (DCA) and the supplier, the system was rife with errors, including “inconsistency in cleared flight level.”

 

However, one letter, dated December 21, 2011, also show that the contractor promised to fix defects in the radar system supplied to the NATCC by March this year.

 

The Lembah Pantai MP said she has no information on further action on the matter, and demanded the DCA and the Transport Ministry to explain the extent of problems and justify the contract awarded via direct negotiation.

 

“We need to know whether all the corrective measures have been done,” she said.

 

She added that the flaws also created added cost to the industry and “airlines will avoid our airspace as there is longer flying time, more fuel burned and delays at airports.”

KUALA LUMPUR, June 25 — The Department of Civil Aviation (DCA) has admitted that an air traffic control (ATC) system installed just six months ago has experienced “minor glitches” despite the Transport Ministry insisting “no incidents” have been reported.

nurulizzah400px_7.jpgThe department said in a letter sent to PKR vice-president Nurul Izzah Anwar (picture) dated June 13 that it has “acknowledged all the minor glitches voiced and addressed them.”

“DCA has held five meetings with Selex from January to May 2012 to monitor developments of the upgrade of the new system,” the department’s director general Datuk Azharuddin Abdul Rahman said.

The Transport Ministry had insisted on June 12 the system was performing well in a written reply to parliamentary question by the Lembah Pantai MP on the system supplied by Advanced Air Traffic System (AAT), a joint venture involving Selex.

Transport Minister Datuk Seri Kong Cho Ha said the system cost RM128.4 million and has been “performing well with no incidents caused by it.”

“The system supplied by the said supplier fulfils standards recommended by the international regulatory body, the International Civil Aviation Organisation (ICAO),” the Lumut MP said.

According to a company search produced by Nurul Izzah, AAT is co-owned by Selex, which supplies the system, and two local firms, Tahap Harmoni and Tirai Variasi, the latter controlling half the joint venture.

She has also repeatedly called on the Transport Ministry to explain why the RM128.4 million air traffic control system contract was given through a “closed tender”, claiming the system has been rife with defects immediately after it was installed.

Taking off to the north, there is a 5 minutes separation for aircraft on AGOSA departure, which is a bit strange for a radar environment.

 

I wonder if this "equipment defect" has anything to do with it.

It was believed that the son to JJ is the CEO of the company which was awarded that RM280 million contract to upgrade the ATM facilities. He is just 25 yrs old chap.

 

Of course the contact was believed to be awarded in a closed tender process. Since JJ is a close buddy to pee M, armed No cronies, what do you expect from a crony's company?

This not the reason why MAS decided to set up FR24 at Operation Center ?!

Definitely NO. The screen was originally used to display the weather map and forecasts but a staff just put in the FR24 as one of the possible display.
