klia2 to open next month, without AirAsia

The new low-cost carrier terminal klia2, the opening of which was delayed several times, will finally be opened in May with only two airlines - Cebu Pacific and Malindo Air - operating there initially, Public Accounts Committee chairman Datuk Nur Jazlan Mohamed said today.

He added that AirAsia will move in later, after the system is up and running and klia2 is shown to be able to operate with a lower number of passengers in the initial stages.

He also said following a three-hour meeting today with Ministry of Transport and MAHB officials including managing director Tan Sri Bashir Ahmad Abdul Majid, PAC will be calling AirAsia to provide some answers on matters put forward by MAHB.

"A lot of the explanations given by MAHB today touches on Air Asia as the construction of klia2 was influenced quite a bit by them.

"So we decided that we will call Air Asia officials to meet us as soon as possible," Nur Jazlan added.

When asked if he was satisfied with the explanation given by MAHB on the cause of the delays, Nur Jazlan said the information had to be verified.

"We need to hear from the parties that they have mentioned.

"If need be we might also call the consultant and contractor involved in klia2 as the delays were also pinned on them," he said.

Nur Jazlan said he did not see any leakages in the delays related to the construction of the low-cost carrier terminal, adding that klia2 was funded by MAHB and did not receive any government funding.

He added that MAHB had also assured that the cost of the terminal would not breach RM4 billion.

According to Nur Jazlan, while it was MAHB's plan for AirAsia to move into klia2 at a later date, it was not known if this would be agreeable to AirAsia.

"This is MAHB's plan, for Air AirAsiato move in later after the new terminal is operational for a while, but we have to ask AirAsia if this is their plan as well," he said.

He also said that investigations into the delays in the construction of klia2 "did not end here", adding that PAC would be releasing a report for public consumption.

"We want the public to be rid of any wrongful perception of the construction of klia2 because the issue has been reported negatively by local and foreign media and this might affect the launch and the image of the new terminal, especially since this is Visit Malaysia Year," he said.

Other issues discussed at today's meeting between PAC and MAHB included the security measures at the new terminal, following the ongoing missing Malaysia Airlines MH370 crisis, and the revelation that two men had used fake passports to board the jetliner.

The two men were later identified as Iranians but had used Italian and Austrian passports to leave the country on the Beijing-bound plane that vanished on March 8.

The airport terminal has faced almost a year of delays that has led to a war of words between its main client, AirAsia founder Tan Sri Tony Fernandes and acting Transport Minister Datuk Seri Hishammuddin Hussein.

Hishammuddin had said that interested parties should cease finger-pointing and put national and the people's interests first by meeting the stipulated operational date on May 2.

"They, not the government, picked the date because it is a private commercial venture. So, they must be responsible," Hishamuddin had said. – April 1, 2014.

He said klia2 was on track to be opened by May 2 with four airlines starting operations at the new airport.
"These airlines include Philippine-based Cebu Pacific, Indonesia-based Tigerair Mandala, Singapore-based Tiger Air and local hybrid airline, Malindo Air," he told reporters at Airport Cities World Conference and Exhibition 2014 here Tuesday.
He said the first flight would be at 12.30am by the low-cost carrier Cebu Pacific.
Aziz also said passenger targeted growth into Malaysia this year was 9.7 per cent and he was confident that it would be achievable despite the Malaysia Airlines flight MH370 incident.
The two-day event is the global platform that provides thought leadership, best practice, innovation and high-level debate and discussion around the creation and development of airport cities.

Airasia Flight Operations To Remain At LCCT After May 9

 

KUALA LUMPUR, April 1 (Bernama) -- All AirAsia and AirAsia X operations will still be based at the current Low-Cost Carrier Terminal (LCCT) even after May 9, 2014, said said AirAsia Bhd Chief Executive Officer, Aireen Omar.

In a statement Tuesday, she said although AirAsia was prepared to move to Kuala Lumpur International Airport 2 (klia2), the transfer would only be carried out after all the issues were addressed.
Aireen said this in response to the announcement by Deputy Transport Minister Datuk Abdul Aziz Kaprawi that the LCCT will be closed by May 9, 2014 to facilitate the opening of the klia2.
She said the recent Ikram Premier Consultings' findings on the readiness of klia2 revealed that there were depressions on the taxiway/apron and runway which would necessitate periodic remedial measures to be undertaken on relevant areas.
"This will prove to be operationally disruptive to a hub airline such as AirAsia group which has about 400 aircraft movements in a day and at least 70 aircraft in its fleet in LCCT," she said.
Aireen said it was crucial to ensure that remedial steps were undertaken prior to a transfer, which would mitigate risks relating to any potential aviation incidents.
"AirAsia also believes that the operational readiness and airport transfer (ORAT) period for a transfer to support the size of AirAsia's operations would substantially be more than the two months prescribed by Malaysia Airports Holdings Bhd (MAHB), which in our opinion is unrealistic and overly-optimistic," she said.
She said the ORAT for the transfer from KLIA main terminal to LCCT in 2006 took longer than two months when AirAsia's operations were significantly smaller.
"In addition, there are other key commercial, operational and contractual open items which are still undergoing discussions between AirAsia and MAHB which need to be resolved prior the transfer to klia2," she said.

Now that's confusing. So AK will operate in a CLOSED airport? (Need to use the right word otherwise might be slapped with a lawsuit later.)

Judging by MAHB track record I think it's fair to expect teething problems on a mega-scale at the mega-airport*.

 

*Just jumping on the bandwagon of calling anything resembling an airport terminal, an airport.

There are bound to be problems in any new terminal/airport, just a matter of how quickly they're resolved. Knowing MAHB....

Problems and hiccups will surely crop up during any settling in period, that is a given, even with most meticulous preparations

What that is needed then will be responsible people on site to try solve issues, very many people

And if the current LCCT is to remain operational concurrently with KLIA2, manpower will be stretched further beyond

Expect a rough ride !

2 May will be absolute chaos - that is guaranteed. 10 May - wait and see....

 

klia2 CIQ will see officers shaking legs and sucking thumbs as only 20% of the total LCCT flights will move there - so if it is fully staffed, then pax clearing CIQ will find it super quick.

 

As for LCCT, I wonder what % of staff will remain to clear AirAsia Group's pax?

 

So both terminals' operations will not be optimal. Lets see how long the travelling public will have to suffer,

It is going to be very nasty soon. And I am talking about the media circus that will happen on that week:

  • MAHB insists on opening to save many faces (its own, Ministers, government).
  • AK Group will delay the move until its requirements are fulfilled. AK's intention to move in October the earliest is not a secret anymore since it has been leaked by our spy at the AK Gossip Division here in this thread (refer to pages before).
  • MAHB will accuse AK Group for being a PITA, ungrateful, not putting national interest first over others.
  • Uncle Tony will throw another tantrum.
  • MAHB will push for the then closed LCCT to be taken over by MASkargo so as to speed/force up AK Group's relocation.
  • Aireen will still insist on the ticks in her checklist.
  • Uncle Tony will throw yet another tantrum.
  • Both parties will seek legal advises. MASkargo may join in for to gleam in the limelight.
  • Matters silently resolve off court.
  • AK Group finally move to klia2 with conditions*.
  • By then it's almost 2015.

Could be a bit dramatised (since Uncle Tony is portrayed as a drama queen) but it is pretty much the gist.

“We will organise an open day for KLIA2 on April 27 to give Malaysians an insight into the new airport, including passes to go to the tarmac and runaway,” he added.

First you have those couple of fake passport travellers breezing through, now it seems they are actively condoning by issuing passes somemore :D

AirAsia appeals to Najib to resolve klia2 issues

 

AirAsia has appealed for Prime Minister Datuk Seri Najib Razak to intervene to resolve issues over the move from the Low-Cost Carrier Terminal to klia2.

Chief executive officer Aireen Omar said AirAsia was more than ready to move to klia2 but it had to be done under the right circumstances.
"AirAsia will be the anchor tenant at klia2, accounting for more than 80% of the traffic at the new airport," she said in a statement today.
"klia2 has the potential to be a global aviation hub, similar to Dubai," she said, stressing that it was necessary for klia2 to be fully functional and operationally viable in the long term.
Aireen expressed confidence that AirAsia, as the largest low cost carrier in the region, could elevate Malaysia's aviation industry as a whole.
She said AirAsia should be given a chance to present its case as it was the main user of klia2.
"Based on previous media reports, it might be perceived that AirAsia is deliberately not moving to klia2 or purposely being difficult.
"But this is not our intention as there are many concerns about klia2, especially on functionality, safety and security."
"These issues are paramount to our staff working efficiently and for our passengers to have a seamless travel experience," Aireen (pic, right) said.
She stressed that AirAsia was doing its level best to resolve all the pending and pressing issues with Malaysia Airports Holding Berhad (MAHB).
However, she said there was a need for the regulator to be independent as other industries in Malaysia.
"We are ready and committed to make the best out of klia2 although it is not the design we wanted," Aireen said.
"Moreover, klia2 is no longer a fully low-cost carrier terminal which MAHB initially promised.
"As a regional hub player, AirAsia contributes immensely to the economy of the nation by the traffic brought into Kuala Lumpur through AirAsia’s extensive network.
"This year, we expect to carry at least 24 million passengers via Kuala Lumpur, and with this size of operations, we have to ensure klia2 is fully functional without any possible interruptions."
Earlier today, the Star reported that AirAsia and AirAsia X have refused to move to klia2 until all the safety and security issues have been resolved.
AirAsia does not want to budge from the existing terminal known as the LCCT – which it has often referred to as the horse stable – despite warnings that it will be closed by May 9.
Deputy Transport Minister Datuk Abdul Aziz Kaprawi has said that klia2 would open as scheduled and the present LCCT would no longer be operational after May 9.
He also hoped that AirAsia would join the government authorities and four other airlines – Malindo Air, Cebu Airlines, Tiger Airways and Mandala Airlines – in the big move to klia2.
However, AirAsia and AirAsia X have stood firm and said that they would still be based at the current LCCT even after May 9.
AirAsia’s contention is that there are safety and security issues that need to be addressed before they can move.
It was also concerned with potential rise in airport charges and passenger service charge, which could raise the overall cost of travelling and burden travellers.
AirAsia also cited the recent Ikram Premier Consultings’ report, the findings of which revealed that there were depressions on the taxiway/apron and runway.
According to The Star, these depressions would necessitate periodic remedial measures to be undertaken on relevant areas.

Very confusing. On the 9th May, where will the travellers go?

 

A little over a month away....If klia2 opening is delay for few weeks due to safety patch-up work, I bet most travellers and the public will understand. Safety should always come first. Since Malaysia has suspended VMY2014, the government should not rush into opening and should spare every effort to get it certified safe for public use.

 

22 million pax per year, that's 60,000 plus pax going thru LCCT daily. AK Group cannot afford any remedial work to be done on the spot, much of their schedule will be disrupted. Productivity and short turnaround are their main strength.

 

Let's hope KLIA2 doesn't turn up like Hospital Serdang and Stadium Sultan Mizan Zainal Abidin........

I think that is our greatest fear - although LCCT is now over crowded, the operations are so fine tuned that it goes like clockwork. With such a short period for ORAT, it would be a miracle if everything went on smoothly.

 

Its bad enough having to deal with the MH370 disaster. Lets hope we won't have another disaster to deal with, even before the first one is solved!


Also give a thought to the commercial operators - what are they supposed to do? E.g. McDonalds having to open at both LCCT and klia2? Very confusing for them too... MAHB does not really care about its tenants!

If MAHB have organised the transition well, it should have roped in temps to guide passengers and as well as operators for the first couple of months after launch.

Proactively, MAHB can recruit manpower from over-staved government departments for temps job to assist to make the airport operations smooth - a blue ocean strategy to reduce cost and still near full utilization of government servants.

 

Wary travellers would try their best not to get embroiled in this foreseen start-up hick-ups in the operations. Better to get in much much earlier than the normal 2 hours or so check-in.

Until they provide that, there are bound to be delays due to passengers and A17. If MAHB were proactive, they would have organised that by now for both the terminals and not expect and depend on the airlines entirely to provide such services.
