does the statement referring to personnel or equipment? personally, KLIA does not even need both. at the moment KLIA needs more airline flying in rather than better that, better this. at the moment, it is under utilise in every aspects.

I'd say, that's a more reasonable figure. only a handful would come together for spotting on a regular basis especially in KUL or SZB. even with the BULIS around, those same handful of spotters would still come together regularly.
